Firms that market as U.S.-based but engineer elsewhere

SoftDoes (Mission, KS) presents as a “US-Based Custom Software, AI & Cloud Partner.” Its location claim is worded “U.S.-Led Delivery,” and the founder’s own published essay describes “maintaining strong presence in Ukraine and Eastern Europe while expanding physically in the United States.”

Full Scale (Kansas City, MO) publishes its offshore model openly, with delivery staffed in the Philippines. Square Codex runs nearshore delivery from Costa Rica and Latin America behind a Kansas City address.

Staffing and recruiting agencies

A staffing agency places people; a software company delivers software. The two are not interchangeable and this index never lists the former, no matter how large. That removes Insight Global, TEKsystems, Experis, Adaptive Solutions Group and Talent Scout, along with firms selling contract-to-hire placement alongside development.

It also removes marketing agencies. One firm listed under “software developers” on the largest directory describes itself on its own site as “a full-service digital marketing agency.”

No longer independent, or no longer local

Valorem Reply is majority-owned by Reply S.p.A. of Italy and operates as part of the Reply Group. Tricension and Condado Group merged into One Primero, which publishes five global locations including Dubai, Amsterdam and LATAM. Both are still listed separately on the major directories.

Code Koalas merged into Viagio in May 2024 and appears here only within that listing, never as a separate firm.

Closed, but still listed elsewhere

illumisoft, a Kansas City healthcare software firm, closed in 2023. Its domain now belongs to an unrelated Canadian hardware company. Twisted Pair Labs has let its domain lapse entirely, with no DNS records remaining.

Both are still listed as active Kansas City software developers on the directory that ranks first for this search. That is the practical reason this index exists: a list nobody maintains quietly becomes wrong.

Every listing starts from the company’s own published statements about where its engineers work, cross-checked against office locations, careers pages, and corporate ownership. Where a firm does not publish a headcount, this index says so rather than estimating one.

What gets a company removed

Opening an offshore or nearshore delivery arm, subcontracting engineering to a foreign partner, or being acquired by a global outsourcing firm. Several well-known American consultancies were excluded on exactly these grounds.

What this index is not

It is not a pay-to-play directory and no company purchased its position. It is also not a claim that these are the only qualifying firms in the country, only that these were verified against the standard above.
