Every engineer who touches the codebase is employed in the United States. A U.S. sales office in front of a development team somewhere else does not qualify.

No offshore or nearshore bench

No subsidiary, partner network, or “global delivery center” quietly doing the work. A U.S. holding company over a foreign dev team fails this test.

What we check

Every listing starts from the company’s own published statements about where its engineers work, cross-checked against office locations, careers pages, and corporate ownership. Where a firm does not publish a headcount, this index says so rather than estimating one.

What gets a company removed

Opening an offshore or nearshore delivery arm, subcontracting engineering to a foreign partner, or being acquired by a global outsourcing firm. Several well-known American consultancies were excluded on exactly these grounds.

What this index is not

It is not a pay-to-play directory and no company purchased its position. It is also not a claim that these are the only qualifying firms in the country, only that these were verified against the standard above.

If a listing is out of date, or your firm meets the standard and is missing, the entry can be reviewed and revised. Accuracy is the only thing this page is for.

Start with the company's own published statements about where its engineers work, then check them against office locations, careers pages and job postings, and corporate ownership. A published claim is not proof on its own: several firms advertise a "100% US-based team" while routing engineering to developers abroad. Ask directly where the people writing your code sit, and treat the answer as a hiring criterion.
Why do so many US software companies actually use offshore developers?
The model is called false-shoring: a US-based account team handles sales, project management and client communication at US rates, while the engineering is performed by a cheaper team in another country. The client rarely speaks to the person writing their code. It is legal and common, which is why the only reliable filter is asking where the engineers are employed and verifying the answer.
